DCTV’s distinction from commercial outlets is our focus is always on the community, as is the tradition within the field of community media.

DCTV continues to expand its distribution of original, local programming created by DCTV members.  DCTV can be seen on Verizon FiOS, in addition to RCN and Comcast.  DCTV also regularly streams content on Vimeo. DCTV recently revamped the web site to allow for additional distribution and better use of social media tools. The vision is to create a modern version of access, strategically organized across media platforms to be a facilitative tool for discussion and engagement for the community in general and for particular sectors within the community.



The Programming Blocks
In 2010, DCTV launched new programming blocks on its channels. The new blocks expand DCTV’s programming and provide viewers information available only on DCTV.

HOW DO I GET A PROGRAM AIRED ON DCTV?
 
You must first become a member of DCTV, attend an Introduction to DCTV class, then you may submit programming

AFTER I SUBMIT MY PROGRAM, HOW LONG DOES IT TAKE BEFORE IT AIRS?
 

Approximately 30 days. You must submit your program to DCTV’s Programming Department by the first of the month BEFORE you would like it to air.

Example: Programs submitted by May 1st will be considered for airing in June.

WHAT CHANNELS DO YOU BROADCAST ON?
 

DCTV Broadcasts on the following Cable Providers:

Comcast  Channels 95 & 96 .

RCN       Channels 10 & 11 

Verizon  Channels 10  /  11 & 28.

DCTV channels can be viewed in the District as well as through a broadband Internet connection.

Schedules are available on this DCTV website and your TV Guide Channel.

WHAT FORMATS DO YOU ACCEPT PROGRAMS ON?
 

You may submit your  program(s) with a Program Submission Request Form(s) and show sources on DVD(s) or DVCam Tape(s).

TECHNICAL REQUIREMENTS:

DVD Must be MPEG 2 and Audio Channels 48Khz

All programs MUST have 10 seconds of BLACK at the Start and End  of the each program.

Producer/Members may utilize DCTV facilities to Encode their program(s) free of charge,  or DCTV will provide this service for a fee.

HOW DO I GET A WEEKLY SERIES AIRED ON DCTV?
 

Only DC residents can air programs as a weekly series. A Series Request must be completed by a producer in consultation with the Programming Department and submitted along with the first four original programs planned for the series.   The Series Request outlines the series’ theme and identifies the resources that will be committed by DCTV to sustain the series as scheduled.

Four new programs must be submitted by the first day of the month PRIOR TO the series start date.

WHAT CHANNEL WILL MY PROGRAM AIR ON?
 
It depends on the program’s content. DCTV is responsible for the time, place, and manner of scheduling all programming on the public access channels.

On Comcast Channel 95, RCN Channel 10, and Verizon Channel 10 programs air in thematic blocks, which means that, shows with related content air together. Example: Health, Youth, Public/Community Affair, Entertainment….

Comcast Channel 96/RCN Channel 11, and Verizon Channel 11 is the Enrichment Channel. Programs aired include: Religious/Spiritual, Nonprofit and Youth Blocks.

Verizon Channel 28, includes programs related to Nonprofits, Youth and other programs determined by DCTV.

WHAT IF HAVEN’T PRODUCED A PROGRAM YET, BUT WOULD LIKE TO CREATE AND AIR ONE?
 

There is one of two ways that this can be done---First, you or your organization may request DCTV Creative & Training Services to assist you in Producing your program for a nominal fee.

OR

You may enroll in DCTV’s training courses to learn how to produce, tape, and edit your own show using DCTV production facilities once your are certified in each class.

AM I THE EXECUTIVE PRODUCER OF PROGRAMS THAT I SUBMIT?
 
If you are an organization member, the organization can be listed as the Executive Producer with the Principal Representative or Designee listed as Producer. If you are an individual member, you must be listed as the Producer.
If you submit a sponsored program produced by others with the permission of the owner or copyright holder, you must be listed as the Timeslot Sponsor or Executive Producer.

MAY I SUBMIT A PROGRAM THAT I DID NOT CREATE OR PRODUCE MYSELF?
 
Yes. Members may sponsor programming produced by others with the permission of owner or copyright holder.
Sponsored programming is submitted in the same manner, and governed by the same rules as other programming.

HOW DO I COMMENT ON SHOWS I HAVE SEEN ON THE CHANNELS?
 
You may submit your comments via our website at DCTV.org. Click the "Comment on a Program" button, or the tab at the top of the website entitled “FEEDBACK”
